Two Headlines? What does that title mean?

In Citizen Kane, Charles Foster Kane had his newspaper prepare two headlines on the night of the election for governor.

KANE ELECTED

or

CHARLES FOSTER KANE DEFEATED, FRAUD AT POLLS!

The polls are open until tomorrow morning (8:00am CDT, I think) Plenty of time for the reader over in Germany to get the folks in Europe to vote. How this goes will impact the headline tomorrow.
